The U.S. Agency for International Development (USAID) in Rabat is seeking an individual for the position of Financial Analyst

The U.S. Agency for International Development (USAID) in Rabat is seeking an individual for the position of Financial Analyst.

As part of the Financial Management Office, the Financial Analyst (FA) works under the direct supervision of the Controller and is responsible for the full range of financial analysis functions for technical team(s). The FA will be involved in assessing the financial capabilities and providing necessary support and training in coordination with key USAID staff to the various Government of Morocco (GOM) Ministries and local organizations.

The FA will conduct financial assessments and reviews of USAID grantees' and implementing partners' financial, accounting, internal control, and contracting capabilities and provide an opinion on the confidence to be placed on the grantees' ability to adequately safeguard U.S. funds and U.S. interests. S/he will conduct organization capacity assessments of grantees and implementing partners in order to understand the areas where the organization can improve their operations. S/he will build the capacity of grantees and implementing organization based on capacity assessment by work hand in hand with the implementing organization. S/he will prepare useful and comprehensive accruals analysis for designated portfolio in accordance with agency and mission policy. S/he will prepare detailed pipeline analysis in accordance with agency and mission policy to enable critical analytic evaluation of funding requirements.

QUALIFICATIONS REQUIRED

- Education : University degree in accounting, commerce, business administration, or similar fields is required.

- Experience : A minimum of five years of progressively responsible professional experience in financial analysis, budgeting, auditing, and/or accounting required.

- Language : Level III in spoken and written English required. Fluent Arabic and French language is required.

- Skills and Abilities : Ability to work under high pressure and conflicting/emergency work demands. The incumbent must have an unusual ability to detect the financial strength and vulnerabilities of activity design and implementation actions. Must have excellent analytical skills to analyze data and assess its reliability and value, detect the financial strengths and weaknesses of programs, and to make independent judgments regarding the institutional capabilities and the adequacy of accounting systems and internal controls. Must be able to compile and present detailed financial and related information in a concise and fully professional manner. Must be skilled in the use of computer-based analytical programs. Must be able to present facts and recommendations clearly and concisely, both orally and in writing and possess excellent interpersonal skill in performing tasks.
